They can also research producers to see who could be a good fit for the kind of movie the author wants to make. Figure out who’s ‘your kind of people’. Reach out to producers and writers working in their genre. I think pretty much everyone is happy to talk to you on the phone for 5-10 minutes and give some advice from their corner of the filmmaking world.
